Explanation
Please explain in the area below why an STA is necessary:
An STA is required for the use of 1 channel centered around 2401 MHz, because Goodyear cannot use its Local Television Transmission license (WMQ612) frequencies, as they are used by local broadcasters in the DC Metro area. Goodyear is providing video from its blimp at the DC Grand Prix this weekend. Goodyear has already contacted the ARRL about use of this frequency on the proposed operations date. The power level will be 10 watts and the emission designator will be 17M0FXW.

Purpose of Operation
Please explain the purpose of operation:  To provide video downlinking from the Goodyear blimp to the ground at the DC Grand Prix.
