This application has a lot of material that looks like a Part 25 application. Has anything been
filed with the International Bureau? Why is the instant application being filed with the
Experimental Licensing Branch instead of under the Part 25.120 STA rules?

If this truly belongs as an experimental filing, please address the following comments/questions:
1. You have applied for both downlink and uplink frequencies. Are you also trying to license a
satellite? If not, the 11700-12200 MHz frequency band should be removed.
2. You have asked for "various locations throughout the U.S." yet the "Why STA Is Necessary"
and "Purpose of Operation" describe two specific events. If only the two events are being
requested, then the application should only be requesting two specific sites. The Experimental
Licensing Branch will not grant nationwide authority without proper justification.
3. Neither requested frequency band has any power, bandwidth or emission data. These data
need to be added to the application before any processing can commence.
