This letter certifies that Intelsat is aware that Globecomm Systems, Inc. ("Globecomm"), is
filing to operate on Intelsat Americas 6 at 93° W.L , licensed by the Federal
Communications Commission ("FCC"), using a Ku—band transmit/receive antenna that is not
strictly compliant with the FCC rules for off—axis sidelobe gain.‘


The Ku—band terminal will use one AvL Model 9066, temporary fixed antenna with a
dimension of 90 x 66 cm (an equivalent aperture of 0.75 meter). Intelsat understands that
this antenna generally exhibits non—compliance performance in the region from 1.0 to
1.73 degrees off axis from the maximum gain. The antenna complies at 1.73 degrees and
beyond with the requirements of Section 25.209 of the FCC‘s rules.


In order to prevent potential unacceptable interference from antenna misalignment,
Globecomm will align the 90x66 cm antenna to less than or equal to 0.27 degrees offset in
the azimuth direction of the intended satellite and the 90—cm dimension will be tangent to the
GSO—arc. In addition, the uplink power density for the antenna used by Globecomm and
operating on the Intelsat Americas 6 at 93° W.L will not exceed —14.0 dBW/4 kHz into the
antenna flange.


Intelsat acknowledges that the use of the AvL Model 9066 antenna by Globecomm, installed
and operated in accordance with the above conditions, should not cause unacceptable
interference into adjacent satellites in accordance with FCC‘s 2—degree spacing policy and
that Globecomm will not seek any additional protection compared to the case of an antenna
conforming to the reference patterns defined in Section 25.209 of FCC rules. If the use of
this antenna should cause interference into other systems, Globecomm has agreed that it will
terminate transmission immediately upon notice from the affected parties.

Acceptance by PanAmSat:
PanAmSat agrees to the use of the AvL Model 9066 Ku—band antenna with the above stated
respective azimuth angle alignment tolerances toward Intelsat Americas 6 at 93° W.L, and
the power density levels into the antenna flange as stated in this letter, with respect to the
PanAmSat satellite transponders that are within + 6.0 degrees orbital spacing from Intelsat
Ameficas 6 at 93° W.L.
