                        Request for Waiver of 47 C.F.R. § 5.79

      Experimental licenses WB2XAE and WC2XXD were granted to Globalstar,
L.P. ("GLP"). Currently, pending are renewal applications for both licenses (File
Nos. 0036—EX—RR—2002 (WB2XAE) and 0114—EX—RR—2003 (WC2XXD).

       The assets of GLP have been sold as a result of the company‘s bankruptcy,
and it has assigned other FCC licenses to its successor company, Globalstar LLC
("GLLC"). However, previously, the experimental license electronic filing system
would not allow the filing of assignment applications for these two licenses, because
the underlying initial licenses have "expired."

       In connection with the application to assign these licenses to GLLC, this
exhibit provides further information regarding GLP and GLLC. GLP filed for
Chapter 11 reorganization on February 15, 2002, and operated from that time until
June 29, 2004, as a debtor—in—possession. On June 17, 2004, the U.S. Bankruptcy
Court for the District of Delaware confirmed the "First Modified Fourth Amended
Joint Plan" under Chapter 11 of the Bankruptcy Code ("the Plan") for GLP and
three of its debtor—subsidiaries (collectively with GLP, "the Debtors"). The Plan
provides for, among other things, the substantive consolidation of the Debtors and
for the dissolution of the Debtors. The Plan became effective on June 29, 2004, and
on that date, GLP, Globalstar (Debtor) LLC and Globalstar Services Company, Inc.,
were dissolved. Globalstar Capital Corporation ("GCC") survives for the purpose of
distributing the Debtors‘ assets to their creditors.

       Consistent with Section 1123(b)(3)(B) of the U.S. Bankruptcy Code, the Plan
expressly provides for the appointment of GLLC as Estate Representative and the
transfer of all of the Debtors‘ claims and causes of action against any Entity (as
defined in Section 101(15) of the Bankruptcy Code) to GLLC. Moreover, pursuant
to paragraph 32 of the June 17, 2004, Order confirming the Plan, GLLC has been
authorized by the Bankruptcy Court to pursue existing claims owned by the
Debtors, and is pursuing this assignment for GLP.

      If needed for this late—filed application, we request a waiver of Section 5.79 of
the Commission‘s Rules regarding assignment of experimental licenses because of
the prior difficulties experienced in the experimental license electronic filing system
that did not recognize the validity of station licenses WB2XAE and WC2XXD.
