The objective of the Globalstar Form 442 Experimental License request is to support communications for
the Phase Four, Inc. ROSE-1 CubeSat mission. The objectives of the ROSE-1 project are presented in the
Experimental License Application submitted by Phase Four for the ROSE-1 CubeSat mission, FCC File
0026-EX-CN-2017




Background:

    This request is related to a Form 442 request (FCC File No. 0026-EX-CN-2017) filed by Phase Four,
Inc.

    In its request, Phase Four sought authority to operate a Globalstar GSP-1720 transceiver module
(FCCID J9CGSSDVM) which is integrated into the ROSE-1 CubeSat and which will be launched into
low-earth orbit. Data collected by the ROSE-1 CubeSat will be transmitted by the GSP-1720 module and
relayed to the ROSE-1 mission operations center by means of the Globalstar system constellation and the
associated ground infrastructure.

    In this Experimental License request, Globalstar seeks authority, in connection with the
aforementioned CubeSat mission Form 442 application, to:

   1. receive transmissions from the licensed transmitter module and to relay the data to the ROSE-1
      mission operations center
   2. transmit information to the ROSE-1 CubeSat

    The only change from Globalstar’s currently licensed operations is that the Globalstar constellation will
be sending/receiving transmissions to/from an FCC-approved terminal located on a space station rather
than communicating with this type of terminal from its usual earth-based location. Globalstar’s FCC
License does not cover space-to-space operation, thus requiring this Experimental License request.

   It is anticipated that the ROSE-1 CubeSat mission will be in orbit for approximately 24 months.
Phase Four, Inc. will notify the FCC of the dates of actual operation once those dates have been
established.
