Message:

It is *not* our intention to interfere with TV stations.

We seek to transmit in bands other than those licensed to existing services. We only wish to operate in a
manner that does not compromise TV station reception.
Preliminary tests have revealed existing TV station reception in the Atlanta Metro Area at frequencies for
which we did not expect to receive adequate signal strength. We have also considered the fact that
digital TV stations may begin broadcasting on presently unused frequencies during our testing.

To ensure we will *not* interfere with existing and emerging services during our experimental license
period, we would like the flexibility to move to vacant channels anywhere in the TV spectrum, as required.
During our testing, we will monitor existing services to maintain our non-interference status.

2. Our transmission would require 6 MHz as the smallest portion of spectrum we can use. However, we
do request flexibility in selecting the center frequency of that 6 MHz band to maintain our non-interference
status.

3. We wish to increase the experimental licensing period.
Due to programmatic constraints associated with licensing delay (e.g. equipment access), we wish to
extend the experimental license period to 12 months.
However, we will not radiate continuously during the entire period of our experimental license. This
longer operational permit enables us to schedule equipment access well in advance of the operational
period. The four-month window initially requested is now inappropriate due to constraints outside the
program.
