1) With regards to the laser ranging system, the lasers involved transmit at a wavelength of 1535 nm
(~1.95e14 Hz), and are classified as Class 1 eye-safe. The pulse repetition rate is 10 Hz.

2) I've updated the Form 442 to make the max transmit power on the ground station consistent with the
SpaceCap file (50W). I've also updated the Form 442 emission designator to be consistent with the
SpaceCap file (20K0F1D).

3) I've updated the SpaceCap file to have a noise temp of 1000K in both locations (C10d6, C5a). Again,
the noise temp is set this high to account for a noisier urban environment, and this value was used in the
link budget calculations. The updated SpaceCap mdb will be sent separately to D. Young.
