Obtain and submit a consent letter from the International Amateur Radio Union IARU for the use of the 430-438 MHz band. A frequency coordination request was submitted to IARU. We will provide the consent letter as soon as it is received. 2. The FCC’s International Bureau requires the submission of SpaceCap data in order to complete evaluation of your application. In accordance with the provisions of Article 9.1 and Appendix 4 of the Radio Regulations, mandatory submission of a SpaceCap file for each individual space station is required. The software and instructions may be downloaded from the ITU link http://www.itu.int/en/ITU-R/software/Pages/spacecap.aspx. Submit the results to my FCC email address, Douglas.Young@fcc.gov, as a zip file and rename the file to have an extension of something other than *.zip to avoid problems with the FCC’s firewall. The SpaceCap file is in work. We have contacted Justin Foley at Cal Poly SLO, and he is providing assistance. We will submit the file directly to Douglas Young as soon as it is available. 3. Your frequency does not have a bandwidth value. Amend your application to provide a bandwidth value. Guidance on determining bandwidth can be found in 47CFR2.202, http://bit.ly/1mwJ5nN. The application has been amended with the bandwidth value. 4. Does the satellite have a camera on board? If so, submit a statement stating that applicant has a remote sensing license from NOAA. The NOAA Operator's License application was submitted on March 4, 2013. We will provide a statement regarding the NOAA license as soon as it is available. 5. Submit an Orbital Debris Assessment Report (ODAR). The ODAR is complete and will be submitted to Douglas.Young@fcc.gov.
