Dear Mr. Kennedy,

I would like to take this opportunity to provide some clarification in response to your request for
additional information on our STA application. As previously explained we were hoping to
maintain this as an unclassified submission, thereby only providing the minimal amount of
detail requested on the application. If absolutely necessary we can ask our customer to contact
the FCC to provide additional details related to this experimental testing as done in the past on a
similar contract.

I would like to point out that our testing would consist of communications from temporarily
fixed locations within a 50 km radius of the specified geographical coordinates. This testing
will not involve any aeronautical RF transmissions and only one land based (1) transmitter
would be used, at any given time, during the testing.

Please inform me if customer contact, or additional information, will still be required or if you
have further questions.
