Mr. Young,

I am providing the following information per your request regarding the GDC4S experimental license
application, #0308-EX-PL-2008.

The United States Coast Guard (USCG) is modernizing its outdated National Distress and Response
System (NDRS). The project, called ?Rescue 21?, will be the nation?s primary maritime emergency
system for the more than 78 million boaters and 13 million vessels that navigate coastal and intercoastal
waters. This NDRS enhancement is being developed under USCG Contract Number:
DTCG23-02-D-NDRS02. The government point of contact for this project is CDR Stephen Osgood and
can be contacted at the following email address: stephen.f.osgood@uscg.mil.

The system will greatly improve the Coast Guard?s ability to detect mayday calls from boaters, pinpoint
the location of the source of the call, and coordinate rescue operations throughout the 95,000 mile U.S.
coastline and interior waterways.

Testing of this equipment will be required at the General Dynamics C4 Systems facility in Scottsdale, Az.
This testing will be used to verify the operation of the shore, vessel, and portable type equipment which
will comprise the enhanced NDRS.

The 54 Quantar stations, included in the equipment list, simulate 9 tower sites (6 radios at each site) that
are located in our labs. All 54 radios are never transmitting simultaneously. This condition also applies to
the multiple portable equipment listed on the application. During our periodic test (every 2 weeks) there
are only 20 - 30 transmissions a day and, generally, only one radio is transmitting at any specific time.

There are random, non-periodic, tests that include addition of new features or troubleshooting of defects
which may require twice or three times as many transmissions. However, these are also accomplished
with only one radio at any given time. Only a very small percentage of test scenarios require transmitting
on multiple radios. During performance testing where hundreds of transmissions are required, software
is used to simulate multiple sites and heavy traffic, so even then all the radios listed are not transmitting.
