Please explain in the area below why an STA is necessary:
Pursuant to Section 5.3(d) and (f) and Section 5.61 of the Commission’s rules, 47 C.F.R. §§ 5.3(d), (f), 5.61 (2012), General Dynamics C4 Systems (GD C4S), hereby respectfully requests special temporary authority (STA) from October 18, 2013 through October 23, 2013, to operate in the 758-768/788-798 MHz bands for the purpose of demonstrating prototype broadband Long-Term Evolution (LTE) equipment to public safety agencies at the annual International Association Chiefs of Police (IACP) Conference in Philadelphia, Pennsylvania.

Purpose of Operation
Please explain the purpose of operation:  Demonstration of mobile broadband wireless technologies, in the form of LTE. Demonstration of mobile broadband wireless technologies, in the form of LTE. Operation will be constrainted to the area in and around the General Dynamics booth on the exhibit floor of the Pennsylvania Convention Center at the 2013 IACP Annual Conference and Expo. The STA is requested for the duration of the conference, October 19th to October 23rd, plus an additional day before for set-up and testing. During this period the sytem will only be operational during business hours. The STA will serve the public interest by providing APCO attendees (including first responders) with an opportunity to familiarize themselves with the benefits and capabilities of a Band 14 LTE public safety network.
