Explanation
Please explain in the area below why an STA is necessary:
STA requested to obtain permission to use both fixed and mobile emitters that will facilitate testing of experimental equipment aboard General Atomics MQ-9A/B unmanned aerial system (UAS). Multiple experimental emitters listed herein will be involved in this testing, which will occur at GAs airport in Gray Butte, CA, in the military restricted area at Yuma Proving Grounds, and off the California coast in Warning area 289.

Purpose of Operation
Please explain the purpose of operation:  Testing Lynx SAR & due regard air-to-air radar systems, Honeywell’s TPA-100B TCAS hardware, Raytheon’s SeaVue radar, Furuno’s AIS radar, and a sonobuoy simulator. GA-ASI has submitted this spectrum use request for its Lynx synthetic aperture radar and due regard air-to-air radar systems as well as Honeywells TPA-100B TCAS hardware, Raytheons SeaVue radar, Furunos maritime AIS radar, and Ultra Electronics sonobuoy simulator. Purpose of operation is to fly a General Atomics unmanned aerial system (UAS) from General Atomics Gray Butte airport (identifier 04CA) along a route of flight previously approved by the FAA to both the warning area off of the coast of Los Angeles (W-289) as well as to the military restricted areas associated with Yuma Proving Grounds (YPG). contained within the W-291 warning area. This is NOT for a government-funded contract; the operation is being conducted for research and development purposes and is fully funded by General Atomics R&D. This effort is not directly related to any government contract so there is no contract number. Maximum altitude while in YPG restricted area is 40,0000 feet MSL; minimum altitude 1000 feet MSL. Maximum altitude in W-289 is 25k MSL, minimum 1k MSL. The specific objectives include the integration of multiple experimental emitters onto an FAA type-certifiable UAS, to prepare the MQ-9A/B UAS for future demonstrations in its current configuration with potential customers, and to safely conduct overland and overwater flights with the GA-ASI UAS. Multiple flight tests will occur at Gray Butte airport prior to flights overwater in W-289 and to YPG.
