Box 7188 M/S 7G33 Mountain View, CA 94039 (650) 966—4338 19 December 1997 COMSAT Mobile Communications Commissioning Department Attn: Whitt Hardnett Subject: Letter of Intent for Usage of INMARSAT—C Land Mobile Earth Station The Inmarsat—C Land Mobile Earth Station will be used in support of various U.S. government contracts and GTE IR&D. The unit will be used to test, evaluate, and demonstrate certain mobile communication concepts. GTE is one of the largest developers of mobile terrestrial communication systems for the U.S. army and other procurement agencies. The Inmarsat—C Land Mobile Earth Station would be evaluated as a means for back—up communications for emergency use in support of the communication systems when those systems are inoperable or insufficient for communication requirements.
