                              Exhibit 2: Description of Amendment

       On February 16, 2018, GOJO Industries, Inc. (“GOJO”) submitted an amendment to its

application for experimental authorization File No. 0844-EX-CN-2017. This amendment (1)

deletes test sites initially requested for Kansas City, MO that are no longer part of GOJO’s

current test plans; (2) adds additional test sites in Detroit, MI, Phoenix, AZ, and Houston, TX;

and (3) reduces the total quantity of devices GOJO intends to deploy in light of the revised

locations.

       As set forth in greater detail in GOJO’s initial exhibit, its proposed experiments are

highly unlikely to result in harmful interference. This is because devices will operate in 2.4 GHz

band spectrum designated for unlicensed and ISM operations, will operate at very low transmit

power, and will conform with 47 C.F.R. § 15.247 as well as industry standards for Wi-Fi and

Bluetooth operations, including the applicable politeness protocols in those standards.

       In addition, because the proposed experiments will take place exclusively in indoor

environments, signal attenuation as a result of distance and building materials will reduce even

further the likelihood of harmful interference. The Michigan location is located on private

property at an existing customer’s facility. At the Arizona location, GOJO will partner with the

Director of Facilities at Phoenix Sky Harbor International Airport to evaluate potential

SMARTLINK applications inside the Barry M. Goldwater Terminal to obtain data relevant to use

of systems that can promote hand hygiene at transportation hubs. Similarly, operations in

Houston will take place inside Minute Maid Park, where GOJO intends to work with the

Houston Astros Baseball Club at to obtain data relevant to hand hygiene applications at sports

venues. Deployments at Sky Harbor and Minute Maid Park will be limited to fewer than 10

transmitters, and will be installed exclusively indoors in fixed locations (e.g. sanitizing stations

mounted to walls inside restrooms).
