Globecomm Systems, Inc. ( Globecomm ), hereby supplements its pending request for renewal
of experimental license WA2XQL, File No. 0288-EX-PL-2001 (Ref. No. 1607). Globecomm
submits this experimental license should be renewed for nationwide status. This license was
initially granted to allow Globecomm the ability to use Inmarsat-B Land Mobile Earth Stations
to provide new and innovative applications for its customers, including the ability to provide
high-speed satellite Internet delivery services in areas where such methods of access may not be
available.

Nationwide authority has allowed Globecomm the ability to ensure network optimization,
configuration, and the ability to improve upon the impact of satellite delays of various protocols,
including TCP/IP and other Internet-based protocol technology. Because Globecomm is testing
and marketing this revolutionary service across the country, nationwide authority allows it to
conserve limited resources. Further, Globecomm will be able to demonstrate its service to
potential customers directly at their facilities, rather than require these customers to visit
Globecomm's own headquarters or some other limited geographic facility. Such a flexible
approach allows for instant feedback from various geographic locations and also allows
Globecomm to
continue to adapt its network to the rapidly changing needs of its potential client base.
Therefore, a renewal of the nationwide authority is warranted.
