                                 NARRATIVE STATEMENT

By this application, and pursuant to Section 5.3 (d), (h) and (i) of the FCC Rules, 47 C.F.R § 5.3
(d), (h), (i)(2010), ExteNet Systems, Inc. (“Company”), respectfully seeks a 12-month
experimental license beginning July 18, 2016 to test and demonstrate prototype high-speed
wireless data infrastructure communications equipment that will operate in the 3.5GHz Band
(3550 to 3700 MHz).

The following information is provided in support of this request:

    1. Purpose of Operation:

        The proposed operation will allow Company to test and demonstrate new wireless data
        infrastructure equipment designed to the new LTE performance standards in the 3.5GHz
        band, among others. For example, Company will evaluate user throughputs, network
        capacity, quality of service, and interfaces to prototype Spectrum Access System(s).

        Company does not seek authority to conduct market studies or provide communications
        services under the requested experimental authority. The participants in the test will be
        advised that: (1) the test is being conducted under an experimental authority issued to
        Company, (2) Company is the party responsible for the operations, (3) all operations
        must be conducted on a non-interference basis, and (4) after the test is completed,
        Company will retrieve and recover all devices that do not comply with FCC regulations.

    2. Technical Specifications:

        Frequency of Operation: 3550 to 3700 MHz TDD
        Maximum Power: 1 Watt EIRP
        Bandwidth: 10 and 20 MHz
        Digital Modulation: BPSK, QPSK, 16QAM, 64QAM
        Out-of-Band Emissions: -13dBm/MHz within 10MHz and -25dBm/MHz beyond 10MHz
        from the edge of the assigned channel
        Antenna Pattern: Omni-directional radiation pattern


    3. Proposed Location:

        Company seeks authority to conduct its experimental tests primarily indoors at its
        research and development site at 3030 Warrenville Rd, Lisle, IL
        (41.809882, -88.112388).

    4. Public Interest:

        Company submits that issuance of a license is in the public interest, convenience, and
        necessity. Grant of a license will permit Company to develop innovative equipment and

         services that will accommodate the communications needs of users, and actively support
         the success of the Citizens Broadband Radio Service.
