EXHIBIT 1: INTERFERENCE MITIGATION

The frequency bands requested have all been licensed for point-to-multipoint operation
and most of the available licenses have been issued or auctioned by the FCC to various
operators. However, at present very little of this spectrum is being utilized for
commercial purposes. And in some cases listed license holders are no longer in existence
or cannot be located.

Although Ensemble is currently working with several existing license holders in these
bands we are also in discussions with many US operators who are not current license
holders but do have applications that would make good use of this spectrum. These
operators would like to evaluate our products and technology in their specific regions to
assess its applicability to the services they plan to offer. If these evaluations and trials
prove successful these operators would then negotiate with current license holders in
those regions for permanent access to a suitable license. These trials would generally last
for no more than 90 days and typically less than 60 days.

To enable the conduction of trials without risking interference to existing deployments
we would do the following:

   1. For situations in which the existing license holder(s) is (are) known, we would
      contact that entity to seek permission to use their license for a limited time to
      conduct the required testing and coordinate frequency planning to avoid
      interference in cases where the licenses are already in use. This is in accordance
      with Section 2.803 (e).

   2. For situations in which the existing license holder is no longer a viable entity or
      cannot be found or contacted, we would conduct spectrum surveillance tests to
      assure that there are no pre-existing deployments at the frequencies that we would
      be doing our testing.

   3. For situations in which a license has not been issued, we would also conduct
      spectrum surveillance tests. In the 24 GHz DEMS band, for example, many of the
      licenses are still held by the FCC. Although we would not expect pre-existing
      deployments in these cases, the spectrum surveillance testing would provide
      added assurances.

Ensemble is strongly motivated to avoid interference, not only to protect existing license
holders but also to adequately validate and demonstrate the performance of our own
products, which would also be negatively impacted in the presence of interference.

Having access to a US-wide experimental license will greatly facilitate Ensemble’s
efforts in improving and demonstrating the viability of broadband wireless access
systems in these frequency bands and in the end, result in increased commercial
utilization of the spectrum.
