This is just a typical fishing marine radar used in all ships. With the custom high gain antenna with 0.7 deg beamwidth permanently set to look parallel to the ground (0 degrees relative to the ground), all EM signal will be sent almost parallel to the ground, even more so than its standard antenna deployed on ships. So it should cause no aeronautical hazard.
