Frequency Coordination Exhibit and Narrative Explanation
Indianapolis, Indiana MotoGP Grand Prix Motorcycle Race
August 6, 2014 through August 10, 2014

This application proposes the use of unused television broadcast channels; amateur radio
and land mobile radio channels, and microwave channels in the limited area of the
Indianapolis Motor Speedway racing course in Indianapolis, IN for a limited time in
August of this year. The purpose of this use, for two-way operational and race team
communications, security communications, video production and wireless microphones
during the international MotoGP Grand Prix Motorcycle race event (the “Red Bull
Indianapolis GP”) and for testing and race qualifications prior to the race event. The
applicant will coordinate with the SBE frequency coordinator for the Indianapolis market
and will make no use of channels in use by on-air television stations or low-power
television stations on the subject channels within a 50 km radius of the proposed
operation area. However, should any television broadcast station report interference
during the proposed operations, operation on that channel will immediately cease and not
resume unless and until the interference complaint is resolved.

The application also proposes the use of land mobile and Amateur Radio frequencies for
international race team operations, for video production and for telemetry. The use of
amateur allocations in this STA application at will be coordinated with the American
Radio Relay League, Incorporated and the local amateur radio frequency coordinator, the
Indiana Repeater Council. Land mobile channels in the 450-470 MHz band to be utilized
during the race event have been investigated and monitored by Dorna Sports, S.L.
technical staff and independent contractors and found to be unoccupied. SBE Frequency
Coordinator David Fort of Indianapolis and Mr. Michel Aran of Dorna Sports, S.L. will
be on site during the race and channel monitoring and on-site frequency coordination will
insure against any interference. Given the location of these events, it is anticipated that no
interference will be caused to any Amateur Radio, land mobile or broadcast auxiliary
operations. Use of broadcast channels will be coordinated in advance with the Society of
Broadcast Engineers local frequency coordinator for the Indianapolis market. Upon
receipt of any complaint of interference from a licensed Amateur Radio user, land mobile
licensee or broadcast entity (or otherwise), operation pursuant to this STA will cease on
the channel complained about, and will not resume unless and until the interference
complaint is resolved satisfactorily to the licensee.

The same policy will apply to any use of the 412-420 MHz and 1280-2290 MHz
channels. With respect to the 2180-2290 MHz band, this was approved for use at a

different race venue in Austin, Texas during November of 2012 for a Formula One
automobile race and in April of 2013 for an identical motorcycle race at that same venue
without any interference whatsoever. This band will be used only for video transmission.

This STA application is virtually identical to that applied for and granted to Circuit
of the Americas for an identical motorcycle race in 0242-EX-ST-2013 and it is
identical to the STA granted to this applicant, for this same event, at this same venue
