Explanation
Please explain in the area below why an STA is necessary:
Dominion Virginia Power seeks Commission authority to import and test three Bnet transceivers, manufactured by Rafael Advanced Systems ltd., for the purpose of evaluation and testing. The BNET units to be tested are not certified under the Commission’s current equipment authorization rules and do not comport with current rules, so temporary authority is necessary for the importation of the BNET equipment into the United States for the proposed test program. See exhibit 1 for additional information.

Purpose of Operation
Please explain the purpose of operation:  Dominion Virginia Power seeks Commission authority to import and test three Bnet transceivers, manufactured by Rafael Advanced Systems ltd., for the purpose of evaluation and testing. The BNET units to be tested are not certified under the Commission’s current equipment authorization rules and do not comport with current rules. The Bnet transceiver, manufactured by Rafael Advanced Systems ltd., is an Electro-Magnetic Pulse (EMP) hardened transceiver which leverages some of the latest technological advances in software defined radios and Mobile Ad Hoc Networking (MANET). Dominion is seeking to evaluate the systems as part of its grid-protection program. Initial tests and evaluation will be limited to narrowband frequency operations in order to evaluate system compliance with Commission rules for transmission. See exhibit 1 for additional information.
