                                           Response to Question 7

By the associated application, Datron World Communications, Inc. (“Datron”) seeks
experimental authorization for a period of two (2) years to operate portable and mobile
(vehicular) radios in the bands 144-150.5 MHz, 150.8-173.4 MHz, 400.15-520 MHz and 762-
870 MHz.1/ Pursuant to Question 7 of the Form 442 and Section 5.63 of the rules of the Federal
Communications Commission (“FCC” or “Commission”), Datron hereby provides this statement
describing the program of research and experimentation proposed, the specific objectives sought
to be accomplished and how the program of experimentation has a reasonable promise of
contribution to the development, extension, or expansion of the radio art, or is along lines not
already investigated.

Established in California over 30 years ago, Datron World Communications is a key global
supplier of HF/VHF tactical communications equipment and APCO Project-25 subscriber radios
for the public safety arena. Datron is developing its Guardian II Series of portable and mobile
radios for use in the public safety sector. The radios are also expected to be compliant with
applicable APCO Project-25 standards. Even though the radios are designed for future
operations with 12.5 kHz bandwidth, they will be backwards compatible for 25 kHz wide
operations as required. Datron seeks authority to test these radios in advance of seeking
equipment approval, a process that Datron expects will require two years. Testing will be
conducted in and around Datron’s facilities in Lawrence, Kansas and Vista, California. Because
of the critical nature of the public safety communications that these units will support, extensive
testing is necessary.

Datron recognizes that its authorization will be issued on a secondary basis only and that it must
not cause harmful interference to licensed users. The units that Datron proposes to test are
comparatively low power and unlikely to cause interference to others. In addition, Datron’s use
of the frequencies will be episodic in nature – rarely lasting for more than several days at a time
(albeit over a period of two years). Nevertheless, in an abundance of caution, Datron will
monitor the use of the bands for which it seeks authorization prior to testing.

Based on the foregoing, grant of the associated application will serve the public interest and the
FCC is asked to grant the application promptly. If there are any questions related to this

         This amended application eliminates frequencies allocated exclusively for Federal government operations.
Because all of the specified frequencies are available for non-government use, Datron requests authorization for 16
kilohertz wide emissions, which are permitted under the applicable FCC rules.
