By the associated application, Datron World Communications, Inc. (“Datron”) hereby seeks to
modify its experimental authorization for station WF2XRU (“License”). Pursuant to Question 7
of the Form 442 and Section 5.63 of the rules of the Federal Communications Commission
(“FCC” or “Commission”), Datron hereby provides this statement describing the program of
research and experimentation covered by the License, the specific objectives sought to be
accomplished and how the program of experimentation has a reasonable promise of contribution
to the development, extension, or expansion of the radio art, or is along lines not already
investigated.

Established in California over 30 years ago, Datron World Communications is a key global
supplier of HF/VHF tactical communications equipment and APCO Project-25 subscriber radios
for the public safety arena. Datron is developing its Guardian II Series of portable and mobile
radios for use in the public safety sector. The radios are also expected to be compliant with
applicable APCO Project-25 standards. Datron seeks authority to continue to test these radios in
advance of seeking equipment approval, and in furtherance of this, an application requesting
renewal of the License for a period of two (2) years is being submitted concurrently with this
application. Testing will continue to be conducted in and around Datron’s facilities in Vista,
California, but no longer in Lawrence, Kansas, as the attached application reflects. Because of
the critical nature of the public safety communications that these units will support, extensive
testing is necessary.

Datron recognizes that its authorization was issued on a secondary basis only and that it must not
cause harmful interference to licensed users. The units that Datron proposes to test are
comparatively low power and unlikely to cause interference to others. In addition, Datron’s use
of the frequencies is episodic in nature – rarely lasting for more than several days at a time
(albeit over a period of two years). Nevertheless, in an abundance of caution, Datron will
continue to monitor the use of the bands for which it seeks authorization prior to testing.

Based on the foregoing, grant of the associated modification application will serve the public
interest and the FCC is asked to grant the application promptly. If there are any questions related
