                                 PUBLIC INTEREST STATEMENT


1.     Introduction

        By the instant application (“Application”), DRS Tactical Systems, Inc. (“DRS”) requests
that the Commission grant to DRS a two year experimental license to operate the facilities (the
“Facilities”) specified in the instant Application.

2.     Purpose and Nature of the Operation

        DRS, a wholly owned subsidiary of DRS Technologies, Inc., is a leading designer and
manufacturer of ultra-rugged, commercial-off-the-shelf (COTS)-based computers, laptops,
workstations, displays, handheld devices and integrated peripheral products for military and
industrial markets. The testing conducted at DRS’ Melbourne, FL, campus location is a critical
part of the manufacture and delivery of military systems provided to the Armed Forces in
support of Homeland Security as well as war efforts.

        This experiment, a continuation of the operations previously authorized under File No.
0383-EX-ST-2011, is in furtherance of Internal Research Development (IR&D) activities, the
purpose of which is to provide application support and further testing for the equipment in
connection with the development efforts on the Gateway system used in the XChange product
offering. The testing consists of 3 nodes, operating at various locations in the Melbourne area.
All three nodes will be mobile and utilize a High Mobility Multipurpose Wheeled Vehicle
(“HMMWV”) with a mast. Operation is within a 25Km radius centered around the following
location: Main Building located at 1110 W. Hibiscus Blvd, Melbourne Fl. Equipment used in
this experiment consists of the Harris Multi-band Radio attached to a DRS Gateway System.
This system will greatly increase the functionality of the military and commercial entities by
providing complex gateway functionality while on the move.

3.     Mitigation of Interference/Stop Buzzer.

        DRS is well aware of its obligations under Part 5 of the FCC’s rules to avoid interference
to co-channel licensees in non-experimental services, and will take all steps to ensure compliance
with this obligation. DRS acknowledges that any experimental operations conducted in this band
will be on a non-interference basis. However, to the extend DRS will use its best efforts to avoid
and minimize interference.

       DRS advises that Mark Sullivan will be available by wireless telephone at (321) 258-
0059 and will act as a “stop buzzer” if any issues regarding interference arise during testing.

        For the foregoing reasons, DRS respectfully submits that approval of this Application is
in the public interest, convenience and necessity.
