Explanation
Please explain in the area below why an STA is necessary:
DRS requires an STA to further evaluate the performance of one radar system, and to test the performance of an additional system by the same manufacturer. DRS previously conducted tests of the ELM-2138M under Call Sign WQ9XDZ; however additional testing will be required in order to complete the evaluations of radar performance. Additionally, DRS has determined that it needs to expand testing to evaluate the ELM-2135. Testing for both systems will be conducted at a new, nearby DRS location. DRS hopes to integrate one or both of the subject radar systems into DRS products for sale to the government to be used for surveillance practices and target acquisitions; however, further testing, comparison and evaluation of the systems is required in order to ensure that the radar systems perform properly in various scenarios. Grant of the STA will serve the public interest because it will enable DRS to conduct the additional necessary testing and performance evaluations to ensure that the subject radar systems will be operating at its maximum efficiency when used by government officials.

Purpose of Operation
Please explain the purpose of operation:  The products are radar systems that will be used for surveillance and target acquisition. The radar systems will support a variety of ground force protection missions, including fire source location, friendly forces warning, friendly fire correction and low RCS & slow flying airborne targets (like UAVs, gilders and hovering platforms) detection. Upon grant of the STA, DRS will perform tests to evaluate the subject radar systems target range and ability to track various types of targets. Testing will be conducted at the DRS facility in Bridgeton, Missouri. The expedited license will allow for near term evaluation of the subject radar systems to determine suitable performance.
