Dear Jose,

Currently, DRS has been selected by the SBInet program prime (Boeing) to provide radar systems in
support of the P28 (Project 28) program, which is evaluating the proposed SBInet implementation along
28 kilometers of the US Border in the vicinity of Tucson, Arizona.

We are anticipating that a selection of the radar system or systems that will be used in the SBInet
production program will be made in the near future. At that time, if our radar is selected, the radar will
probably be licensed through the Department of Homeland Security. For this reason, an STA license
makes the most sense for our radar demonstrations at the present time.

I had discussed the options for licensing our radar in support of demonstrations associated with the
SBInet program with Jim Burtle about a year ago and he had sugggested the STA as the best choice in
order to expedite the the process of getting a license. At that time, he told me that the STA license could
be renewed if necessary.

I realize that the the OET has a very heavy workload and would like to thank you in advance for your
assistance in this matter.
