A recent development at the nominal 101 WL orbital location necessitates another small amendment to
DIRECTV's planned experimental operations. In order to relieve congestion at this slot, the three
operators there (DIRECTV, SES, and MSV) recently entered into an agreement which involves moving
the MSV satellite (AMSC-1) to 101.3 WL. The Commission recently granted an STA for this relocation,
pending modification of the underlying license. See FCC File No. SAT-STA-20080221-00050 (granted
2/28/08). Accordingly, the proposed stationkeeping box of operations for DIRECTV 11 would now
overlap the AMSC-1 box of operations, and DIRECTV 11 would no longer be able to get as close to the
DBS satellites in the cluster as originally anticipated (and as necessary to test the space path interference
characteristics fully).

As a result, DIRECTV requests that it be authorized to operate DIRECTV 11 at 100.7 WL +/- 0.1 degrees.
 This will not create any overlapping stationkeeping boxes, as the nearest satellite (DIRECTV 8) is
located at 100.85 WL +/- 0.05 degrees. It will, however, enable DIRECTV to achieve the proximity to the
cluster necessary to complete the full battery of operations in the 17/24 GHz BSS band it originally
intended. [The anticipated timing is still as indicated in my submission of February 27.]
