Explanation
Please explain in the area below why an STA is necessary:
Curtiss-Wright Controls Inc. (CW) seeks this STA in order to conduct demonstrations of next generation versions of its ultra-wideband ground penetrating radar (GPR) device known as 3d-Radar for prospective non-federal customers in the coming months as it awaits an FCC grant of its Petition for Reconsideration of a Waiver Order (ET Doc. 10-167) (Petition). These next generation devise operate in steps of 10 MHz or 20 MHz. By way of background, in January 2012, the FCC granted CWs Part 15 waiver request which gave CW authorization to operate a prior version of the 3d-Radar device (which operates in 2 MHz steps) for non-federal use (subject to obtaining appropriate equipment authorization). (ET Doc. No. 10-167.) In its Petition, CW asked the FCC to modify the Waiver Order so that the conditions set forth in the Waiver Order do not prohibit natural advancements in the 3d-Radar technology (including certain devices that operate in steps of 10 MHz and 20 MHz) which do not adversely affect other licensed spectrum users. We understand that the FCC Office of Engineering and Technology (OET) is assessing the Petition. We note that CW has already obtained an experimental license (call sign WG2XCI) for the 2 MHz step version of the device to permit demonstrations nationwide which is valid through February 2014. In addition, CW has already obtained an STA (call sign WF9XQO) covering certain 10 MHz and 20 MHz step versions to permit demonstrations nationwide which is valid through November 14, 2012.

Purpose of Operation
Please explain the purpose of operation:  Radar testing The 3d-Radar GPR device is an ultra-wideband emitter regulated under the Part 15 rules and for the purpose of surveying sub-surface and below ground structures. Pursuant to a grant of this STA request, CW will conduct demonstrations of the new 3d-Radar GPR devices for prospective non-federal customers. These devices will operate with frequency steps of 10 MHz or 20 MHz and dwell times of either 1 microsecond or 2 microseconds. Although some variations of the device might go through the 140 MHz ? 3 GHz band solely in sequential 10 MHz or 20 MHz steps, other variations of the device will go through the band in sequenced 10 MHz or 20 MHz steps that are shifted 1 MHz or 2 MHz for subsequent scans through the band. Devices that are sequenced in 1 MHz or 2 MHz shifts will complete a full cycle in 3 milliseconds which is consistent with the Waiver Order. Devices operating with 20 MHz frequency steps are best suited for shallow depths in combination with high resolution (e.g., asphalt, concrete damage detection, and void detection in shallow to medium base). Devices operating with 10 MHz frequency steps are optimal where deeper depth is needed (e.g., void detection in deep base layer). Experimental activities will be of limited duration for a few hours each day on selected days and selected locations in the U.S. as requested (and/or agreed to) by the prospective customer.
