Exhibit 1 PUBLIC INTEREST STATEMENT 1. Introduction By the instant application (“Application”), Continental Automotive Systems, Inc. (“CASI”) requests that the Commission grant a 2 year conventional experimental license to permit CASI to operate the facilities (the “Facilities”) specified in the instant Form 442. 2. Purpose and Nature of the Operation In support of its efforts to develop safe, autonomous mobility solutions for “smart cities” and future infrastructure development, Continental’s Systems and Technology North America Team seeks an experimental license to help develop system solutions for several intersection pilot installations. The primary goal of this pilot project is to demonstrate and test possible sensing and processing configurations for improving efficacy, safety and efficiency at intersections, in support of future deployment utilizing production grade systems. The hardware and software components necessary for accomplishing the goals of the pilot project have been fully defined through internal R&D projects. One hardware component is a current production automotive 77 GHz radar, which is specified in the instant Application. This experiment will involve temporary-fixed operations at several locations, at which Continental will install fixed radars on traffic control signal mast arms and poles as well as to street light poles close to intersections depending on local intersection geometry. The radars will be angled down in order to provide detection of ground based moving objects at the intersection and on the roads approaching the intersection up to 250 meters away. Given recent published usage guidance and discussions with staff, the instant Application has been filed to seek authority for these temporary-fixed operations. Waiver of the Station ID rules set forth at Section 5.115 is respectfully requested. 3. Beamwidth/Orientation In the Form 442, a Reply of “No” has been inserted to the beamwidth/orientation question (“Is a directional antenna (other than radar) used?”) because the antenna is a radar. However, for full disclosure, the following information is provided: (a) Width of beam in degrees at the half-power point: 20º Elevation 150º Azimuth (b) Orientation in horizontal plane (degrees from True North): Various (c) Orientation in vertical plane (degrees from horizontal): 11º +/-5º down

4. Interference Mitigation CASI is well aware of its obligations under Part 5 of the Commission’s rules to avoid interference to co-channel licensees in non-experimental services, and will take all steps to ensure compliance with this obligation.
