Please explain in the area below why an STA is necessary:
The STA is necessary for LTE testing and to assist in providing essential communications to help secure the Papal visit to the Philadelphia area on September 25, 26, 27, 2015. We are requesting an immediate grant for use of subject frequencies until September 30, 2015.
Purpose of Operation
Please explain the purpose of operation:
Public Safety testing LTE testing and New Jersey is loaning the STARNet Division of the Pennsylvania State Police, Commonwealth of Pennsylvania, several of New Jerseys COWs (cells on wheels) for the Papal visit, currently licensed for use in New Jersey. We are in need of a Special Temporary Authorization (STA) to operate these COWs in Pennsylvania. And FirstNet is authorizing the Commonwealth of Pennsylvania to utilize the Band Class 14 (700 MHz) frequencies.
