Good morning Mr. Rump:

Apologies for the delay but we needed to review our network launch plans before moving forward.

You have permission to perform the testing in Baltimore, Chicago, Denver and San Franscisco between 11/2017 to
5/2018 with the following two conditions:

1) We reserve the right to revoke permission should our network launch plans change and be negatively
impacted by the testing.
2) We request that you (or someone on the testing team) lets me know as testing completes in each location?
If these terms are acceptable please feel free to proceed.

Yes, we will be performing testing within that time period as we will be testing at one metro area at a time for about 2
weeks each (with a break in between areas). And yes, an email memo would be great, thanks!

If I am understanding the STA correctly you are seeking approval for measurements in 4 metro areas correct? Baltimore,
Chicago, Denver and San Franscisco

Testing period is listed as 11/2017 to 5/2018. Will you be testing in all metro areas during that entire timeframe or will
you be moving from one metro area to the next?

If we are able to approve can the concurrence memo be in the form of email as we have done in previous STA requests?

My name is Kevin Rump and I am the PM for Alion Science and Technology. We are working in support of the Defense
Spectrum Organization (DSO) to improve the way buildings and foliage (a.k.a. clutter) is modeled and inform possible
changes to the evaluation of coordination requests in the AWS-3 frequency band. As part of this effort, we would like to
perform both ground to ground and ground to air measurements in an area where AT&T is the license holder. I have
attached the STA request documents for both us and Comsearch (air to ground portion) for your review. Once approved,
please issue a concurrence memo so that we can inform the FCC of successful coordination. I am available to answer
any questions you might have.
