This application proposes the use of unoccupied VHF and UHF amateur radio bands,
television broadcast/broadcast auxiliary channels, a Part 15 unlicensed band, and land
mobile radio channels in the Austin, Texas area for two-way operational
communications, security communications, and video production (wireless microphones)
during the American Grand Prix Formula One automobile race event and for testing prior
to the event. This is one of the two largest open-wheel automobile racing events in the
United States and has a very large international participation. An engineering analysis
has shown that there are no on-air television stations or low-power television stations on
the subject television channels within a 50 km radius of the proposed operation area.
However, should any television broadcast station report interference during the proposed
operations, operation on that channel will immediately cease and not resume unless and
until the interference complaint is resolved.

This application is essentially identical to those granted by the Commission for the
same event in 2012, 2013, 2014, 2015, 2016, 2017 and 2018. See, WF9XYP, File

1576-EX-ST-2019. No interference was reported during this event in any of those
seven prior years pursuant to those STAs or otherwise. There will be local
coordination on site with constant monitoring of channels to ensure interference-
free operation.

As per the instruction of the Commission in prior years, Circuit of the Americas will
notch (and will not use) any of the following frequencies:

1. The Coast Guard Distress, Calling, Search and Rescue, DSC and AIS frequencies
identified in the ITU Regulations, Appendix 15.
M156.525 Channel 70 DSC
M156.800 International Calling, Safety and Distress
M161.975 AIS I
M162.075 AIS II
2. The Coast Guard Maritime Mobile frequencies in the band
M156.4875-M157.1875 due to concerns for the safety of vessel traffic
3.The frequency M162.4 +/- 12.5 KHz to protect NOAA Weather
Radio in the area.
4.The following frequencies (+/- 16 KHz) to protect Navy
operations:


163.375 MHz 165.250 MHz 166.000 MHz 166.375 MHz
166.750 MHz 167.125 MHz 167.500 MHz 167.875 MHz
168.250 MHz 169.000 MHz 169.750 MHz 170.125 MHz
171.625 MHz 172.000 MHz 172.375 MHz 172.750 MHz
173.125 MHz 173.500 MHz
5. The following frequencies (+/- 12.5 KHz) to protect FAA
operations in the area:
166.175 MHz 169.225 MHz 169.350 MHz 169.375 MHz
172.175 MHz 172.825 MHz 172.950 MHz 172.975. MHz
6. The frequencies listed below (+/- 12.5 KHz) to protect
Department of the Interior operations in the area:
166.3125 MHz 166.375 MHz
7. The Maritime Mobile band 156.4875 – 157.1875 MHz.
8. The law enforcement operations in the area (+/- 16 KHz): 162.7625 MHz, 173.0875
MHz, and 173.1500 MHz.

Other conditions include the following:

1. The occupied bandwidth of any emission shall not extend beyond the band limits set
forth in the band segments specified in the application.

2 If any interference occurs, the facilities on the frequencies interfered with will be
immediately shut down.

3 All operation will be coordinated with the local Society of Broadcast Engineers, Inc.
(SBE) frequency coordinator.

4 Circuit of the Americas, LLC will not operate on the following: a. 416.8750 MHz (+/-
12.5 kHz) b. 172.5875 MHz (+/- 12.5 kHz) c. 417.5125 MHz (+/- 12.5 kHz) d. 172.8 -
173 MHz

5. Applicant will notify the following within 60 miles of the test area: Paging Service
licensees in 152 MHz, 158 MHz, 454 MHz and 459 MHz; General Aviation Air-Ground
Service in 454 MHz/459 MHz.

6. (5) Prior to commencing any operations, applicant will obtain consent from the
following within 50 miles of the contours of the testing area: Paging Service licensees in
158 MHz; Paging Service licensees in 152 MHz/158 MHz; AMTS Licensees (217-218
MHz/219-220 MHz); Paging Service licensees in 454 MHz/459 MHz; General Aviation
Air-Ground Service in 454 MHz/459 MHz; and Location & Monitoring Service licensees
(902-928 MHz).

All experimental equipment and devices will be retrieved by Circuit of the Americas,
LLC from the participants upon completion of the testing/operation.


Prior to operations in the 148-150.05 MHz band, Circuit of the Americas will notify the
potentially-affected earth station operator Orbcomm License Corp per the contact
information previously provided by the Commission.

This application also proposes the use of land mobile and Amateur Radio frequencies for
video production and for telemetry. The use of amateur allocations in this STA
application at have been coordinated with the American Radio Relay League,
Incorporated. Land mobile channels to be utilized within the specified bands during the
race event have been investigated and monitored by Clear Call Communications, Inc. of
Dallas, Texas and have been or will be found to be unoccupied. Clear Call
Communications will be on site during the race and channel monitoring and on-site
frequency coordination will ensure against any interference. Given the location of these
events, it is anticipated that no interference will be caused to any Amateur Radio, land
mobile or broadcast auxiliary operations. Use of broadcast or broadcast auxiliary
channels will be coordinated in advance with the Society of Broadcast Engineers local
frequency coordinator for the Austin, Texas market. Upon receipt of any complaint of
interference from a licensed Amateur Radio user, land mobile licensee, government
entity or broadcast entity (or otherwise), operation pursuant to this STA will cease on the
channel complained about, and will not resume unless and until the interference
complaint is resolved satisfactorily to the licensee.
