Please explain in the area below why an STA is necessary:
STA is necessary for authority to transmit low power, moderate bandwidth waveforms to overhead receivers in the 7900-8025 MHz fixed-satellite (Earth-to-space) band.

Purpose of Operation
Please explain the purpose of operation:  Purpose of operation is to evaluate novel low power wavefoms for satellite communications. The planned experiment will utilize a 1.8m ground based antenna which is fed by moderate (< 100 MHz) bandwidth phase modulated waveforms of 100 mW peak power. A total of 10 experiments spread across 6 months is planned, with each experiment lasting up to 15 minutes in duration.
