Cascade Networks, Inc. hereby requests expedited treatment of this application for temporary
experimental authorization. Specifically, Cascade Networks asserts that expedited action by the
Commission is necessary to ensure that Cascade Networks’ proposed temporary experimental
services may be deployed without delay and as soon as possible.

Cascade Networks has already in it’s possession the equipment described in this application, and
is prepared to install the equipment during the first week of December in preparation for ongoing
local testing. As a result, a lengthy processing delay would not only be detrimental to Cascade
Networks’ proposed experimental operation as explained in the application, Cascade Networks
seeks to demonstrate, through temporary experimental operation, that the bands are suitable for
the operation of unlicensed devices, both inside and outside areas which could be deemed
“precluded” by rules proposed by the FCC. Because the Commission is currently considering
such rules for the 5.470 to 5.725 GHz band, time is of the essence to ensure that Cascade
Networks may immediately commence its experimental operation and have time to report back to
the NTIA on its findings prior to final establishment of rules relating to the 5.470 to 5.725 GHz
band. Accordingly, an expedited grant of the instant application is necessary and in the public
interest.
