Explanation
Please explain in the area below why an STA is necessary:
CMU requires an STA to demonstrate and field test the capabilities of our mobile GSM base station designed for emergency use at an amateur radio conference hosted by the American Radio Relay League (ARRL) (Pacificon ’14) to be held at at the Santa Clara Marriott, 2700 Mission College Blvd., Santa Clara, CA. The Conference is October 10th thru October 12th. CMU has previously been granted STAs for such conferences and events for this technology (See STA WG2XWP). We respectfully request expedited processing of this instant STA Request.

Purpose of Operation
Please explain the purpose of operation:  CMU is working on new types of cellular base stations, including a rapidly deployable, software-defined version of a GSM station. We presented this research at Palo Altos annual Quakeville disaster simulation event on September 21st, 2013, and a mobile communications vehicle based on the same technology at the Joint Interagency Field Experimentation (JIFX) during August 11-13, 2014. We would like to demonstrate the base station and mobile communications vehicle at Pacificon in Santa Clara to a group of amateur radio operators, youth, and enthusiasts. GSM service will be restricted to a group of our researchers and a very small number conference attendees carrying our customized phones that have been pre-registered on our network.
