Explanation
Please explain in the area below why an STA is necessary:
CMU requires an STA to conduct field experiments in the 900 MHz cellular bands using GSM, UTMS and LTE. The experiments will be conducted in conjunction with a Joint Interagency Field Experimentation (JIFX) event held by the Naval Postgraduate School at California Army National Guard Base, Camp Roberts, California. The JIFX event will be held May 11 thru May 15, 2015. Additional information on this JIFX event can be found at my.nps.edu/web/fx .

Purpose of Operation
Please explain the purpose of operation:  CMU will be conducting research on cellular connectivity and coverage for aerial vehicles. CMU will be using a cellular signal from an experimental base station to command and control small UAVs while simultaneously building coverage maps of the base station’s transmission. Operation and transmissions will be restricted to the Camp Roberts base and will be coordinated with all base authorities.
