REQUEST FOR_SPACER SEGMENT TO BE USED WITH LAND—BASED SRS_ TERMINALS

The Federal Communications Commission (FCC) requires COMSAT
Mobile Communications to obtain authorization for providing space
segment to be used in providing services via land—based ship
earth station terminals.  The FCC will authorize COMSAT to
provide space seqgment for such services only under certain
conditions.  The FCC will approve temporary limited use of such
stations only where no other means of communications are
available such as in the case of emergency situations resulting
from disasters or where these terminals are the only adequate
means of meeting urgent communications requirements in remote
locations.  In order to enable us to cbtain FCC authorization,
the following information is required.

                  ATTACHMENT A

             Location of operations.

Each of the 13 earth station terminals covered by
this application will be located at COMSAT‘s
headquarters building in Bethesda, Maryland.
However,   COMSAT also seeks authority to operate
the two mini—M terminals on a mobile basis
throughout the U.S.  COMSAT anticipates that
these two mobile terminals will spend most of
their time based at its headquarters building.


                    ATTACHMENT B

 Statement describing purpose of operations.

COMSAT requests this radio station license to
permit use of various types of Inmarsat mobile
earth stations, totaling 13 terminals, through
the   Inmarsat   constellation of satellites.

COMSAT is a satellite carrier and the U.S.
Signatory to Inmarsat.  In that capacity, COMSAT
will utilize these terminals in its test and
demonstration pool, for test and demonstration,
training, trouble—shooting and quality monitoring,
and similar purposes.

COMSAT has operated 11 of these 13 terminals
under prior Commission grant of experimental
special temporary authority.  For those 11
units, this radio station application seeks
license authority to continue operation.   Two
units, both mini—M terminals, will be new
additions to COMSAT‘s test and demonstration
pool.
