             Request for Modification of Existing Authorization Call Sign KM2XJW

                               Item 3 of Application FCC Form 442


This application requests authorization to modify Call Sign KM2XJW to add two mobile units and
renewthe authorization period for two years. A copy of the license is attached hereto. The license
will expire on January 1, 1996. The application for renewal of the license has not been requested
using FCC Form 405, per § 5.55(d) of the Commission‘s Rules, because modification of the
authorization, as described below, is requested.

All the equipment are transportable land—based earth stations to be operated by CBS using the
INMARSAT Global Satellite System.

Pursuant to § 5.55(b) of the Commission‘s Rules, authority is requested to add two (2) Mobile
Corporationmobile
 Sateli           units to the CBS System License Call Sign
KM2XJW. The two units are presently licensed to CBS under another license (Call Sign KE2XJU,
File No. 4769—EX—PL—95). The mobile units licensed under call sign KEZ2XJU will be operated in
the same service and within the same geographical area as the equipment now licensed under call
sign KM2XJW.

                               Description of Proposed Operation

                           Item No. 10 of Application FCC Form 442

CBS Inc. intends to operate the subject earth stations in news gathering and reporting operations to
gain knowledge and experience in implementing digital transmission techniques over satellite.
Modes of operation include compressed digital audio, digitized facsimile and compressed video
techniques. Also, terminals will be used in the event of disaster to provide reliable telephone and
data communications when standard communications are not available. All personnel involved in
operating the unit will be instructed as to proper procedures and operational techniques.

The following applications have, in the past, been denied or dismissed by the Commission:

(a)    Application for consent to assign license of KSFO to Columbia Broadcasting System, Inc.
       Denied 1938 (6FCC 387);

(b)    Application for consent to transfer of control of license of KQW to Columbia Broadcasting
       System Inc. Denied 1946 (Docket No. 7013);

(c)    Application for consent to assign the construction permit for WRTB from Raytheon
       Manufacturing Company to Columbia Broadcasting System, Inc. Dismissed as moot 1950
       (BAPCT—8);

(d)    Application for extension of time within which to construct station KCBS, San Francisco,
       California. Denied in 1950 because construction not possible due to Commission action on
       another pending application (BMP—4835); and

(e)    Application for minor change to increase effective radiated power of WBBM—FM Chicago,
       I{linois from 6.0 Kilowatts to 8.3 Kilowatts. Dismissed in 1989 as inconsistent with 47
       C.F.R. Section 73.213 (BPH—8902141A).

CBS    is   an   indirect   wholly—owned    subsidiary   of Westinghouse   Electric   Corporation
("Westinghouse"). Accordingly, the following is a listing of Westinghouse applications that have
denied or dismissed:

(a)    On March 22, 1984, an application of Westinghouse Broadcasting and Cable, Inc., for
       modification of facilities of Station WPCO—TV, Charlotte, NC, was dismissed at the request
       of the applicant (File No. BPCT—811116KE, MM Docket No. 83—1160);

(b)    On June 29, 1956, an application of Westinghouse Broadcasting Company, Inc., for a
       television station construction permit in Portland, OR (FCC File No. BPCT—494, Docket No.
       9138) was denied by the Commission for reason of the selection of a competing applicant
       in a comparative licensing proceeding; and

(c)    On June 4, 1938, an application of Westinghouse Electric Corporation concerning Station
       WBZA, Springfield, MA (FCC File No. BIP1131) was denied by the Commission.
