                                      EXHIBIT I

                      Description of Proposed Operation

This application requests authorization for three transportable

land—based earth stations to be operated by CBS Inc. using the

INMARSAT Global Satellite System. (Commissioning applications have

been filed with Comsat, the U.S. signatory to INMARSAT).

The proposed three portable satellite terminals would be used by

CBS News, a Division of CBS Inc., to provide reliable telephone and

data communications between CBS News and its field personnel,——

Electronic NewsGathering (ENG) crews, producers and commentators——,

in areas where standard communication facilities are not available.

For the most part, usage would be for news coverage of major

emergencies or disasters. The three units would be held at the

CBS News headquarters in New York City and dispatched by air

transport, along with operation personnel, as requirements dictate.

All personnel involved in operating the units will be instructed as

to proper procedures and operational techniques.
