        Re:    Your letters of September 23, and October 20, 1992,
               requesting extension of temporary authority to use the
               INMARSAT system for service to land—based ship and
               aeronautical earth stations.

Dear Ms.      Schneider:

    The temporary authorizations listed in Exhibits A are hereby
extended until further order of the Commission but not beyond April
20, 1993, for Comsat to provide temporary domestic satellite
communications services to land—based ship and aeronautical earth
stations via its Southbury,     Connecticut and/or Santa Paula,
California land earth stations and the INMARSAT system:       &

       The temporary authorizations listed in Exhibit A are subject
to: 1) all relevant criteria, standards, procedures and terms and
conditions applicable to on—board ship and aeronautical earth
stations;  2)  operation on a non—interference basis;     3)  the
land—based ship and aeronautical earth station shall not be used
to originate distress messages (priority calls), and a permanent
notice to this      effect       shall be attached to each station;       and 4)
this temporary authorization shall be subject at all times to the
prior   and  overriding   requirements  of    INMARSAT‘s maritime
communications services.
