Explanation
Please explain in the area below why an STA is necessary:
CACI seeks an extension to broadcast in portions of the Upper AWS-3 band for research and development purposes in support of a DoD RPP and subsequent system demonstration as a result of current, uncontrollable environmental factors that delayed and inhibited progress.

Purpose of Operation
Please explain the purpose of operation:  A prototype existing in the 1755 - 1780 (AWS-3) & corresponding LTE downlink band 66 channels 2155 - 2180 and band 3 1850 - 1875 is to be tested. CACI seeks FCC special temporary authority to evaluate real-world effects on uplink and downlink performance of this experimental technology.
