                                        Narrative


CACI is a leading high quality provider of earth station satellite terminals to the United
States Government market. CACI designs, builds, tests and installs earth satellite
terminals throughout the continental U.S. and around the world.

The terminals that CACI supplies are based on commercial off the shelf (COTS) antennas
and electronics. The terminals may use any of the antennas shown in Exhibit #1. Only
one antenna will ever be in use at any given time.

During the Production test phase, CACI occasionally needs to perform various tests from
the satellite to the ground station to insure that the terminals are compliant with Federal
Communications Commission (FCC) regulations and customer specifications. Typical
tests conducted include transmit and receive antenna pattern tests, cross polarization
isolation measurements, tracking performance measurements, Figure Of Merit (G/T)
testing and Bit Error Rate testing (BER). The objective is to insure that all terminals are
in full compliant with FCC regulations prior to delivery to the U.S. Government.

The public interest will be served as CACI provides the satellite terminals under a
Government Contract (DOD-H98230-07-D-0183).

A previous Experimental License (WA2XZC) was held by Northrop Grumman in
support of the government contract . This request is for a similar Experimental License in
support of the same government entity that Northrop Grumman supported.

The development of these new technologies improves the communications for
Government Agencies, to the benefit of United States citizens.
