RE: Justification Letter for requesting 5-year license period

To Whom It May Concern:

A land-based mobile radar unit will be used within the context of a multi- year assessment
of bird and bat activity around existing and proposed wind turbine development sites.
This study will be conducted on an ongoing basis for five years in order to establish
reliable multi- year datasets for both pre- and post-construction time periods.

All locations listed in the application are areas of either existing or planned wind
development, including offshore sites in Lake Erie. The radius of operation at each site
will allow for deployment of the mobile radar unit at the site of planned development, as
well as a comparative control site nearby.
