                  EXHIBIT B – REQUEST FOR EXPEDITED TREATMENT
As discussed in the accompanying “Narrative Statement,” Booz Allen Hamilton Inc. (“Booz
Allen”) is actively involved in developing remote sensor with low power communications
equipment solutions for the United States military. The experimental special temporary
authority (“STA”) requested in its application will allow the company to demonstrate to
Department of Defense (“DoD”) representatives the performance and functionality of prototype
remote sensors and low power communications equipment.

Booz Allen respectfully requests expedited treatment of its application for the following reasons:

First, the request for the demonstrations has come from DoD personnel who are considering
whether to solicit proposals for the development of such systems. Booz Allen does not control the
scheduling of such consideration.

Second, grant of authority on an expedited basis will allow Booz Allen to demonstrate prototype
devices at key meetings with government representatives who will assess the acceptability and
functionality of the equipment and provide needed feed‐back that Booz Allen will use to make
improvements and design changes to proposed equipment. “Hands on” operation of these
devices is essential to obtain useful data.

Third, expedited treatment is critical to Booz Allen’s ability to continue its research and
development of this new technology to fulfill security needs of this nation. Booz Allen anticipates
that this technology will ultimately assist the military in meeting critical national security
responsibilities.

As a final matter, Booz Allen understands that it must conduct these demonstrations on a non‐
interference basis, and it will immediately address any interference in the unlikely event that such
should occur. To that end, Booz Allen confirms its acceptance of the operational conditions set
forth in its narrative to the application (as well as those customarily imposed by the Commission).
Booz Allen will only perform demonstrations and experiments with the spectrum coordination and
cognizance of requesting DoD entities with authorization to use and coordinate operations in the
requested band. Because the Booz Allen technology and experimental prototypes are frequency
agile, tunable at the time of the experiment or demonstration, Booz Allen will monitor the band
and channels, and work with the Government coordinators, to operate only on unused channels.
Finally, because the prototypes use short burst transmissions, typically only a few second in
duration, Booz Allen will monitor in “real time” the channel to avoid interference.

In sum, Booz Allen submits that expedited processing of its request for an STA is in the public
interest, convenience, and necessity, as it will permit Booz Allen to develop innovative
equipment that will accommodate the communications needs associated with a new sensor
system under development for possible deployment by the United States military.
