Subject: Blue Origin STA Request

FCC File # 0165-EX-ST-2004 [Reference Number: 2932]

Dear Mr. Kennedy,

Please find the following answers to your questions:

1. Which frequency(ies) will be used in the 406-450 MHz range as the carrier
frequency(ies)?

Blue Origin would like to have to option to operate four channels at 421 MHz,
425 MHz, 428 MHz, and 435.2 MHz

We are truly flexible on the other frequencies (with 200 KHz steps) specifically
within the 421-439 MHz band, we do however request 425Mhz as one of the four
frequencies.

Our intention is to give the FCC flexibility in selecting suitable, non-
interfering frequencies within the 406-450 MHz band for our temporary use.

Please amend the application, requesting those four frequencies: 421 MHz, 425
MHz, 428 MHz, and 435.2 MHz

2.Why is the emission designator N0N specified with a 50 kHz necessary

bandwidth?

Please change the bandwidth request to N0N.

3.Why were the emission designator symbols F3E chosen to represent modulated
tones only?

Please change this emission designator to F3D. The emission is an FM modulated
analog signal consisting of telecommand tones. The bandwidth is 60 kHz.

Thanks,

Mark C. Russell
