Explanation
Please explain in the area below why an STA is necessary:
An STA is necessary to begin test and evaluation of a C2 (Command & Control) datalink between the ground control station and airborne test article over a specific, proposed flight path, using a manned helicopter in lieu of an unmanned UAS. Actual testing is expected to take one week, but weather or logistics could move the test dates, so we are requesting a 6-month STA to ensure completion of the evaluation before the STA expires.
Purpose of Operation
Please explain the purpose of operation:
Evaluation of the datalink must be done using a manned airborne test article. Evaluation of the datalink must be done using a manned airborne test article to ensure that datalink quality and reliability meet operational requirements prior to testing with an unmanned UAS. Testing with an unmanned UAS will NOT be performed under this STA. Further research testing using an unmanned UAS will be conducted in support of NASA Contract 80AFRC19M0004 and related BVLOS system developments under authorization of a 2-year experimental license, which will be filed later. Research conducted under this STA or a 2 year experimental license does not represent frequency selections for final UAS operations. Vehicle frequencies will be in align with UAS regulations.
