Dear Mr. Wright:

In my August 3, 1994 conversation with Zina Morrisey of your staff, she
indicated after consulting with you, that BNR/NT could proceed with
the MicroCell test program, authorized by the above referenced license,
provided notice of the change in operation is provided to you in
writing, and the change is included in the license renewal that will be
filed in October, 1994.

The MicroCell product development program has need to expand the
test program to include outdoor testing which will be between the 2201
and 2150 Lakeside Blyvd., BNR/Northern Telecom complex of buildings.
The new antenna location at 2150 Lakeside Blyvd. in Richardson, Texas,
is 440 feet (134.1 meters) from the 2201, 2221 Lakeside Blvd. buildings,
where testing is currently in progress and will continue. A maximum
of 0.5 watt (ERP) will be transmitted from the new antenna site. The
shortest distance between the 2150 building and the 2201 building is 295
feet (89.9 meters). The shortest distance between the 2150 building and
the 2221 building is 450 feet (137 meters).     The 2150 Lakeside Blyvd.
building has the geographical coordinates of NL 320 58‘ 39" & WL 969
42‘ 45."

The test program will only use "B" carrier frequencies assigned to
Southwestern Bell Mobile Systems. BNR/NT is coordinating the test
program with Southwestern Bell Mobile Systems, and has obtained
Southwestern Bell Mobile Systems‘ express permission to use specific
channels. Their letter in support of the testing program is attached.

BNR/NT will include full details of the expanded program in the
license renewal that will be filed in accordance with the Commission‘s
rules.
