       1.      Introduction

        By the instant application ("Application"), BAE Systems Information and Electronic
Systems Integration Inc. ("BAE Systems") requests that the Commission grant Special
Temporary Authority ("STA") to permit BAE Systems to operate the facilities (the "Facilities")
specified in the instant Application.

       2.      Purpose of the Operation

        BAE Systems manufactures and tests RF systems, from the transmit antenna performance
to the entire system as a whole for DOD as well as other governmental customers. The testing
specified in this Application will be conducted by BAE Systems Information and Electronic
Systems Integration Inc., which is a major producer of electronic warfare systems, protection
systems, and tactical surveillance and intelligence systems for all branches of the armed forces.
This unit‘s lines of business include Electronic Warfare/Electronic Protection, Electronic
Warfare/Information Warfare, Integrated Defense Solutions, and Mission Electronics.

       The purpose of this IR&D testing will be to detect moving personnel in a field of devices.
This development supports field demonstration to the US Army Armament Research,
Development, and Engineering Center. The demonstration will utilize the radar and other
sensors in an unattended ground sensor (UGS) field which may ultimately lead to a means for the
US to support the Ottawa Convention to ban anti—personnel landmines with alternative
techniques.

        The radar will transmit alternating frequencies which provides determination of accurate
range from the reflections from moving personnel. This is known as two—frequency CW radar.
The two frequencies generate a difference in phase between the Doppler of the reflections and
this phase difference corresponds to range.

       3.      Minimum Frequency Requirements

       BAE Systems notes that although it has requested two bands (5.725—5.875 GHz and 5.25—
5.46 GHz) the company requires operational authority only on 5 MHz of continuous spectrum.

       4.      Prevention of Interference

         BAE Systems hereby advises the Commission that the tests to be conducted under the
requested Commission authorization are to be conducted near the center of BAE Systems®
Merrimack, New Hampshire facilities. Such location will result in the separation of the test
facilities from other existing transmit or receive facilities.
