                                                                               Exhibit 1

This modification application for Station WE2XBV is submitted to:

   - Correct the geographic coordinates from:

                     40-52-00 N.Lat.; 73-22-10 W.Long.
                 to: 40-51-48 N.Lat.; 73-22-26 W.Long.

Note: The transmitter is not being moved, this is only a minor correction
of the coordinates on the license to reflect the actual location of the
transmitting facilities, which is only 527m (approx.) from the
coordinates on the license. BAE Systems discovered the slight
inadvertent discrepancy while preparing to renew the license.

   - Confirm that the only government contract associated with the license at this time is the
       following contract:

                      Customer/Agency: U.S. Navy
                      Contract No.: N00019-09-C-0019
Contract POC: Denny Mai – 301-757-4353

Accordingly, it is requested that Special Condition 13 be updated to reflect only
              the above contract.

   - Request update to the “Stop Buzzer” information at Special Condition 12 to reflect the
       following:

Primary: Mr. Jim Milligan (631) 262-8361
Secondary: BAE Systems Emergency Services Center (603) 885-3842

Accordingly, it is requested that Special Condition 12 be updated to reflect the
              above “Stop Buzzer” information.

   - Finally, this is to confirm that although the original license application explained that the
operations under the license would occur in an anechoic chamber with the door open,
operations have been and continue to be conducted in a fully shielded anechoic chamber
with the door closed. If and when operations occur in the future with the chamber door
open, or outside the chamber, BAE Systems will pursue the various coordination and
consent conditions specified on the license.
