The purpose of proposed operation is to further the motion picture industry innovation by providing
imagery from a small unmanned aerial vehicle (“sUAV”). The operation is described fully in the Federal
Aviation Administration (“FAA”) Grant of Exemption in regulatory docket No. FAA‐2014‐0352, Exemption
No. 11062, Dated September 25, 2014 (“the FAA Exemption”). This application is specifically meant to
satisfy item 27 on page 27 in the Exemption, namely to “comply with the Federal Communications
Commission (FCC) or other appropriate government oversight agency requirements” regarding the radio
frequency spectrum used for operation and control of the sUAV, and also for the spectrum used to
deliver video from the camera payload to the control center.

There is reasonable promise for this operation to provide valuable insight and record to further
interagency governmental and industry development of frequency spectrum allotment tables and
guidelines to ensure the safety and efficiency for sUAV commercial operation with the United States.
Astraeus will conduct new study not presently being investigated in addition to supplementing the data
being provided from non‐commercial and institutional operations.
