Explanation and Purpose of Experimental License request The applicant is the first of six cinema filming production companies the Federal Aviation Administration (FAA) has selected to use aerial drones for commercial purposes. The exact area of operation is controlled by and specified within Exemption No. 11062, GRANT OF EXEMPTION, Federal Aviation Administration (FAA), Regulatory Docket No. FAA-2014-0352 (attached as an exhibit). The applicant seeks mobile authority for operation throughout the United States of American in accordance with the location requirements placed upon it by the FAA Exemption. Specifically, the Exemption requires the applicant to stay below an altitude ceiling of 400 feet above ground level, to fly only during daylight hours within visual line of site distance of the operator. Page 15 of the FAA Exemption requires an individual Certificate of Operation (COA) for each area of operation as governed by the FAA Air Traffic Organization that will stipulate site details as published in a Notice to All Airmen (NOTAM) not more than 72 hours in advance, but not less than 48 hours prior to the operation. The applicant requests FCC authorization in this application that will require said NOTAM(s) to be sent upon publication to the FCC OET staff contact stipulated. Such process will avoid site specific duplication of efforts by governing bodies, giving priority to safety and efficiency. Furthermore, the Exemption at Page 18 describes a unique and limited environment in which all affected parties are aware and permissive of the proposed operation. As explained on Page 19 of the FAA Exemption, local Flight Standard District Offices (FSDO) will also handle jurisdictional FSDO notifications and coordination.
